We consider ourselves a highly developed country. Nevertheless, the majority of Russians dying in our time does not age. Disease, and not old age - the main cause of the problem supermortality in Russia. It can not be solved executive order, even if supported by a considerable amount of money, how can one day grow a centuries-old forests, burned this summer. Diagnosis at an early stage would help to solve the problem of super-mortality in Russia and one of the main tools for this - Scanner.

Department of Health and Social Development has finally announced the this "top secret" information. A year ago it was impossible to even find out about the number of CT scanners in Russia. In other words, a year ago, behind Russia was planned by officials. Now the situation is changing for the better, but not intense.
Cancer, Alzheimer's disease, multiple sclerosis, ischemia, aneurysm … - Here are just a small list of those diseases that can be diagnosed by magnetic resonance imaging (MRI). People finally learned about it, decide to make a scan. But ... do not forget that the Health Ministry proposes to acquire not more than 1,400 scanners across the country with a population of nearly 150 million people. This means that if tomorrow at least every other citizen of Russia decides to do MRI, he may have to stand in a queue 3348 days, or about 9 years , that if each scanner will work seven days a week, taking to 16 patients a day. In other words, 1,400 scanners for Russia too little!
Nevertheless, it put into motion, we see positive developments. But how to solve the whole problem? There are three solutions: purchase of Western scanners abroad, joint ventures or domestic organization of mass production scanners in our country.
1) So far, the main "trend" was the purchase of diagnostic devices abroad for exorbitant prices. Thirty, forty, fifty, one hundred and sixty million rubles, "puts" state for a Western scanner, and as it turns out now, it is often accompanied by considerable "kickbacks."
The case went to the President Dmitry Medvedev, who said the following about this situation: "This is, in my opinion, not corruption component, and the absolutely cynical, boorish theft of public money <…> Tolerate it any longer. This is something that is, first, a wild hatred of our people and, secondly, causes or creates a well-known negative reputation in our country . When we all know how much this device in Russia, it appears three times as much. It drops the prestige of the state and our economy", - said the President at a meeting with the Chief of Presidential Control, Konstantin Chuichenko (Source).
It is gratifying to see that the spacing after Medvedev's corruption in the acquisition of medical technology has finally caught the attention of officials in the highest circles of power! The prosecutor's office is already working on this issue in Rostov, Kurgan Region, the Kirov, Yekaterinburg, Kaliningrad and other regions and cities of Russia. I recall, whose taxes go to cover the "kickback"?..
In addition, it is necessary to take into account how much costs the content of such vehicles. Liquid nitrogen and liquid helium, electricity, special training facilities - all this requires a lot of money. For some reason the "experts" undertaking "tenders" for the purchase of medical equipment, does not think about such things as cost of ownership. What is it? Gross incompetence of experts or something else? .. This suggests the second option, since the smallest differences in the technical specifications of devices with the stated in the tenders often create a situation where the "competition" involved, only one candidate .
In other words, procurement system of the Western scanners malfunctioned and can hardly solve the problem supermortality!..
2) It is proposed another variant of its solution - the creation of joint ventures.
It was learned that a Western company has created in our country for a joint venture with Russian firm to issue a diagnostic medical equipment. This tandem plans to produce 100 scanners a year. It is easy to calculate that in this scenario plan in 1400 scanners will be executed in 14 years. I wonder whether the patients will survive?.. We also add that the apparatus of this company does not yet have the necessary licenses for the Russian.
And another question arises: what sort of "naive" the official said that Western companies will share their know-how with our country? And is it really any doubt that this is an ordinary screwdriver assembly?
3) Finally, there is a third solution to the problem - the organization of production in Russia
Thinking about it, we must first understand what should be these new imagers and how they should be. It must be, above all, affordable magnetic scanner, that is such imagers that can afford to establish not only the regional and provincial centers, but not large local hospital. In fact, Scanner should be accessible to the population of Russia as a normal x-ray machine . It will raise the early diagnosis of disease to a new level, and mortality from disease is significantly reduced. And that means in Russia must have at least 10 000 scanners.
Our estimates coincide with estimates of the Ministry of Health of the United States, which allocated grant the development of CT scanners available in their country for three years.

On this basis, we propose to begin mass production of scanners, we decided to call the Public MRI scanner.
Public MRI scanner - MRI scanner means available! Accessible to everyone. Our goal - to release at least 10,000 vehicles in Russia. This means that you will not have to queue to go "far away" in the regional or regional center and pay a fortune for MRI scanner!
Mass production of Russian MP scanners in our country will, among other things, to create thousands of new jobs in the sphere of high technologies. This is what we call our President and the Prime Minister. The biggest risk we have taken innovative over, because the scanner was created without the involvement of budget financing, but without the strong support of one company or group of companies the task of mass production do not pull. This is a problem nationwide.
Prime Minister Vladimir Putin recently said that from 2011 on the modernization program of health in the regions to be committed 460 billion rubles (Source).
It is logical to assume that at least part of this sum will go to the production of the Public MRI scanner.
We want to call yourself a developed country! We support the modernization and technical progress! We are fighting for local producers! We do not want to be a country with one of the highest rates of mortality! So, the Public MRI scanner - what we need!
